You can. However, you have to buy the correct type. Rims made for real wheel drives typically do not fit front wheel drive cars. You have to find rims made for front wheel drive cars. Some stores simply do not carry them.

There is no cheat. You must beat about 10-15 missions to unlock the mod shops and you can take your car there and put rims on it, change the paint, put hydraulics on it, etc.

You don't because 20s are way too big for these cars. They will fit, but they look stupid. Stick with 17s or 18s. They are cheaper, the tires are cheaper, and you won't crack as many wheels when you inevitably hit a pothole.
