Check the turn signal flasher. It should be mounted under the dash either near or in the fuse panel box.

It COULD be a blown fuse. Check the fuse panel. It COULD by a blown flasher unit. If the fuse is OK, change the flasher.
Make sure that fuse is the right one (actually turn light fuse). Also check the bulb itself. Usually when the bulb (one of them) is burnt off the othe one flashing much more frequintly because of the power increase on the bulb which is alive.

The fog light bulb on a 2004 Chevy cavalier LS sport should come on when the lights are activated. If it doesn't, first check the fuse for the fog lights, then the bulb, and then the switch. One of these things is likely to be the cause of a light not working.
