Blown fuse, defective turn signal flasher relay, or one or more of the bulbs are burnt out. More than likely if the other turn signals are working the bulb is just burnt out and needs replacing.

I had a front left flasher problem on my jetta 97. The bulb looked OK but you could notice the solder on one of the contact on the bulb was some sort of melted a little. That was enough to make it stop working. Even tried to pull on the contact blade in the connector. It work for couple of days and bam ded again. Replaced with a new bulb and flasher worked again. Take another stab at wording that question and maybe somebody can help you. +++ On some cars at least, if a bulb has failed the resulting imbalance can make the flasher relay vibrate rapidly, so it is just possible this is the problem on your car. Worth ensuring all the flasher lamps are working - replace any failed ones and see if that's cured it.
If the turn signals flash quickly, its because a bulb is out. Have you tried replacing the bulbs? Have you verified the replacement bulbs are indeed good? Sounds like a bulb or two may be out. The flasher depends on the bulb's current to set the flashing rate. If a bulb is out (or disconnected for some reason) the flasher usually will flash quickly or not at all.
