Turtles are not inherently social creatures.
Keeping turtles of vastly different sizes together is often a bad idea because the larger turtle(s) are capable of causing serious injuries to the smaller turtles if they feel their territory is not being respected. (and often the whole tank is "their" territory!)
I have successfully kept small turtles with small turtles and large turtles with other large turtles, but mixing sizes often results in disaster.
I would recommend moving the smaller turtle into a new habitat either for the rest of its life or at least until it's large enough to try putting it with the other turtle(s) again.
