Marc Antony was important to Rome basically because he happened to live at the right time for importance. He was not particularly gifted, except perhaps in oratory. Any self-indulgent aristocrat could have fulfilled Antony's public duties and we would never even know his name. However Antony's life and activities coincided with one of the pivotal changes in western civilization and he was a major player. The ups and downs of his public life ultimately resulted in nothing but loss for himself -- loss of-roman authority, loss of the war with Octavian, loss of his own life. The up side of Antony's demise was that Octavian was free to establish the principate and the period of time known as the Pax Romana.
Cleopatra was not so much important to Rome as she was to Octavian. She was the tool that Octavian was able to use against Antony and to wage the war against him. By accusing Cleopatra of corrupting Antony, Octavian was able to get the senate to declare war against her. In reality this war was against Antony for sole rule, but Octavian had to avoid all semblance of a civil war and Cleopatra and her conduct with Antony was the perfect opportunity for him.

Most of Rome turned against Antony and Cleopatra due to the propaganda war that was being waged between Antony and Octavian. Antony's actions and his conduct caused many to turn against him. His refusal to return to Rome and his treatment of Octavia, his wife, (and Octavian's sister) also added to the resentment of many Romans. They blamed Cleopatra for Antony's debauchery.
