He was the former leader of the local Allies of the American Forces and was the selected presumptive leader of an Independent and Free Philippine Nation. He had been brought back to the Philippine's from his exile by the US Navy for that expressed purpose.

Today he has heroic status in the Philippines, but he broke with the US and called for revolt against the Americans, declared the Philippines Independent and himself as the President. He was complicit in the murder of those who opposed him. He was captured twice by the Americans, once as a Rebel in the fight for Independence and after WW2 as a Japanese collaborator and spokesman.

To further defame his reputation, it should be noted in the record that he once sold out to the Spanish as a Rebel and went into exile in Hong Kong for a cash payment of $800.000.
