Halo 3 - heck, any game or production - would have used all sorts of tools and personnel.
Overall directors, storywriters, artists to draw up concept art (such as what the Master Chief would have looked like), programmers and designers to program what the things in game would behave (such as a Plasma Pistol charging up rather than shooting rockets), and play-testers to find glitches and bits that need balancing (to make the game fair; I mean, we can't have an uber weapon that would kill everything, that would have made the game too easy [The Master Chief doesn't count for that]), and of course the voice actors for the characters of the game (both major and minor).
Also, although I'm not quite sure about it, I would bet they would have used stunt-men/actors in motion capture suits to act out some of the scenes to make the movement of the characters more realistic, like the Chief's running.
That was just the HUMAN resources needed.
You'd also have to use literally dozens of computers, gadgets like the motion capture gear I mentioned earlier, programs and rendering software, a game engine, modeling (Computer Generated Models) programs, special effects (guns and explosion sounds, for example) and all other kinds of technical equipment for producing the game. This stuff would definitely have outnumbered the people involved.
In all, I can say A LOT of things were used.
A species called the flood came to take over, first the aliens then others. The Forerunners would not let this happen. The first attempt they tried was sending a group of forerunners to stop the invasion of the flood. They tried hard but did not succeed. The second and final plan was called halo, an array of rings scattered across the galaxy. though this contraption wouldn't wipe out the flood only, but every living species ever created. Some people say the forerunners and the flood are still alive in the shield world you that don't know, the shield world was created by the forerunners so that when halo was activated they could escape to the shield world). It was only accessible when halo was activated.( heads up, in halo 4 you could be the ones to save the universe from the flood
