Firstly, Hitler was to all intents and purposes a German. The notion of Germany was largely built on linguistic familiarity, so the Austrians, the Sudetans, the Lotheringians and eastern Baltic peoples who spoke German were automatically included as part of the German Volk.
Hitler was representative of a broad class of disgruntled Germans who had been brought up to believe in Prussian military superiority, and believed Germany's loss in WW1 was due not to their military failure but to internal treachery facilitated by groups who were deemed non-German, especially Jews and socialists. This was a dominant cultural strain in post-WW1 Germany. Interestingly, the premise of Prussian military might was based on a couple of admittedly brilliant but low-grade wars fought by Prussia with Austrians and then the French in the 1860's and 1871. When this self belief was tested during 1914-18 and they came up wanting, they refused to believe it was due to their incompetence so sought to find blame where they could.
