It was made of gold
There was no Roman emperor who's palace was covered over with dirt after his suicide. It sounds as if you are thinking the the emperor Nero who did in fact build a magnificent palace called the Golden House. However it was never covered over with dirt after his suicide, especially by the people of Rome who loved him. (It was the senate and the aristocrats who hated him). Parts of the house were recycled, the Colosseum being built upon one of the artificial lakes that were part of the Golden House's gardens. There was no Roman emperor who's palace was covered over with dirt after his suicide. in rome :)
The senate declared Nero a public enemy, in 68 AD. He was then forced to commit suicide. The senate did this on account of Nero placing blame on the Christians for the fire of 'The Golden House'. (A well known palace structure in Rome.)
Nero's Golden House, also known as the Domus Aurea, was an expansive palace complex built in the heart of ancient Rome after the Great Fire of 64 AD. It covered approximately 300 acres and included lavish gardens, artificial lakes, and grand architectural features. The palace was renowned for its opulence, with intricate mosaics, frescoes, and gold leaf decorations throughout. Its scale and extravagance symbolized Nero's excesses and led to significant public backlash.
Well, obviously they built it in Rome. But being practical people, they drained one of the artificial lakes that was part of Nero's Golden House complex and used that as the already dug foundation.Well, obviously they built it in Rome. Nero built a palace over the area that he burnt down. Later other emperors built over it after Nero died.
It is said that Nero's Golden House had the first concrete dome in its rotating dining room.

Servus and Celer were Nero's architects and they worked with Nero himself to build and design the "Golden House", Nero's enormous imperial residence and public gardens. They may also have had input into the redesigning of the Roman streets and houses to prevent further devastating fires, that Nero initiated.
There were actually two Roman buildings that used a dome. One was Nero's Golden House and the other was/is the Pantheon.
Nero blamed the Christians. Historians now think he actually set the fire himself or had it done. He wanted to build his palace ( the Colosseum now sits where his lake was on the palace grounds) and needed the land. His palace rooms have been found in recent years and it was massive.
