Richard I reigned from 1189-1199. He spent only six months out of those ten years in England ... He shamelessly misused and mulcted England as a source of revenue for his escapades as a crusader.

The king you are referring to Richard I or Richard the Lionheart is quite generally not considered to be the "worst" king.

OP probably aimed at Richard III. of Shakespearean prominence. For centuries he was considered a ruthless murderer, specifically of his two young nephews (the Princes in the Tower) who would have succeeded their father, Richard's brother, to the throne of England. The boys disappeared and were considered to have been abducted and/or murdered on Richard's behalf, which was never historically proven.

These days it is widely accepted, though, that his bad reputation is basically slandering initially started by HIS successor, king Henry VII, the first Tudor king or England who needed to legitimate his family's right to the throne.
