This is not a question that can really be answered. There never has been a single European government, as we pretty much all know. But there has also never been a time when there was even a single type of government. There were a lot of monarchies, but there were also other types of government. The Republic of Venice dates to the 8th century, but much older republics existed, and people of the Middle Ages all had the example of the Roman Republic to look to for the formation of a government. The monarchies were often very different from each other. Some were feudal, others were not. Some were hereditary, others had elected monarchs. They were so different that they really have to be described as different types of government.
