Actually Moses Austin brought the settlers to a piece of land and they were the ones who chose where their land was and the land was near the rivers so they could get their resources.
He was so successful that to this day, he is often referred to as the "Father of Texas," and has been commemorated by having a number of places named after him. There had been one previous unsuccessful attempt in 1821 to establish a colony in what was originally Spanish Texas; later, when the land belonged to Mexico, Austin decided to make a second attempt. By late 1825, Austin brought 300 families to his settlement, which was named the Austin Colony. Gradually, he installed a system of laws, set up a law enforcement body that came to be known as the Texas Rangers, and put the Texas colony on a path to stability and growth... and ultimately, to independence by 1836.
Moses Austin wanted to colonize Texas because he had lost all his money in the Panic of 1819. He could not escape his debt in any conventional way so he wanted to establish his own colony as a source of income.
The colony was economically successful, engaging in trade with England and the West Indies
