The obvious answer is:

During Russia's cold war they were trying to get the cold virus under control. Allowing the United States to enter the country would have prevented Russia ROM containing colds. Very similar to the Swine Flu and Mexico. Right now noone want to ge to Mexico until the swine flu gets controlled.
