The Soviet Ministry of Defense had 20 army divisions and an air army in East Germany so the "or else" was a significant threat. Anyway, the head of the Central Committee's security section was Erich Honecker. He was ordered to build an impenetrable barrier, and decided to build a wall around West Berlin. After Ulbricht's passing, Honecker was named dictator.
