That term was coined by President Woodrow Wilson upon America's entry into the war. He meant it literally. He hoped that if the allies prevailed over the Central Powers that it would be possible to establish free governments throughout Europe and stupid a peace treaty with such international protections that nations would never again need to, or be able to, resort to war.
It was called the war to end all wars because nobody expected it to last so long and there to be so much blood shed, and therefore nobody would want to dare risk so much killing. Also the Versailles treaty basically was so unfair that nobody would want that to happen to them.
It was hoped that since WWI was so horrible, and killed so many people, that the human race would never go to war again. That people had learned the lesson that war only kills people, it doesn't solve problems.
