She was not forced to go to the under wourld. Hades saw her one day and wanted to marry her so he made the ground swollow her up and poor Persephone ate a flower of Hades which would make you stay in the underwourld. Demeter, her mother, was pulling her hair out looking for her child and refused to make any of the harvest grow, since Demter was the goddess of The harvest. So Athena presuded Zeus to make a deal with Hades that Presephone could stay in the underworld for a half of every year and the other half she could spend with her mother.
Demeter did not punish the nemesis to the underworld. They were made into sirens for not trying to stop hades form taking persephone.
