The system of checks and balances was a new concept along with Democracy at the time that the practice was implemented in the 1780's. Built within checks and balances is the practice that the Executive (Presidential) Branch, Legislative (Congress) Branch and the Judicial Branch each with the power to monitor and address concerns with the other two branches. No group has the power to run unmonitored under this system.
The Senate ratifies treaties and all of the president's nominees as part of the separation of powers/ checks and balances that are built into the US Constitution.
