It became a national park by simply stopping serving as a federal prison and a small group or reaserchers getting together and deciding to make it a national park.
Technically, Alcatraz is an island. The structure referred to, Alcatraz Federal Penitentiary, was a federal prison. The prison has long since been decommissioned as impractical due to the cost of upkeep. Alcatraz Island is now a national park, and the prison is a museum. It is open to the public and guided tours are offered of the island and facilities.
Alcatraz was considered "Bad" due to its Isolation, boredom, and prisoner's constant desire to escape to the mainland.
Since Alcatraz is and island, you can't actually drive there. However from Candlestick Park to Fisherman's Wharf (where the ferry departs for Alcatraz) is about 7 miles.

Alcatraz was declared a historic landmark in 1986.
Alcatraz is not actually within any city. The notorious former federal prison is located on Alcatraz Island in San Francisco Bay. The island is now an historic site operated by the United States National Park Service as part of the Golden Gate National Recreation Area.
It's now a National Park site with 5,000 visitors a day. After the prison closed in 1963, the prison sat idle until American Indians occupied it in 1969 for 19 months. It became a National Park site in 1972.
