People just had come out of the War for Independence, and the war was about taxation with out representation, so people at the time didnt want to pay taxes and hated big government so they hardly gave it any power, one of those powers that they didnt give it was to collect tax. Instead they had to ask the states. Even if the states did pay, the money was worthless, because they were just printing it and had nothing to back the note up....
Under the Articles of Confederation, there was no Congress. However, the national government was set up under the articles to be very weak. Therefore, the writers of the Articles gave the power to tax and regulate those taxes to each individual state. This was done to prevent the national government from becoming too strong, like the English Monarchy that the colonists had just escaped out from under.
It is true that under the Articles of Confederation, the central government lacked the power to tax. Its formal name was the Articles of Confederation and Perpetual Union.
Because they didn't want the government to have power to control money.
The absence of the tax base meant that there was no way to pay off the state and national debts from the war years but only by requesting money from the states.
The Articles of Confederation did not give Congress the power to tax. As a result, Congress could only ask the individual states for donations to support their activities.
that the congress were not able to stop or prevent the rebellion so they doubted the articles so the people doubted the ability of the government

Under the Articles of Confederation, the United States Congress could pass laws. The best known of those laws was The Old North West Ordinance which set up surveying. Much of the United States has Townships 6 miles by 6 miles. These are divided into 36 sections 1 mile on each side. The Congress also arranged for the government under the present constitution to have its capital in New York City for 10 years and Philadelphia for 5 years before it moved to a permanent capital. Congress can no longer pass laws under the Articles of Confederation. The laws and provisions of the Articles remained in effect unless and until repealed by the present constitution or congress.

A confederation is a loose union of independent states where the central government is able to act only in limited powers. This is how the United States functioned under the Articles of Confederation.
The articles of confederation were unable to enforce taxes. They were only able to get "donations", this made the over all central government weaker than those of the states who were authorized to issue taxes. Also the states did not have equall representation in the government.
