Mecca was actually a holy site for most of the polytheistic and henotheistic religions of the Arabian Peninsula. This is why all of the idols were placed inside of the Ka'aba. In fact, this status as a holy city was the reason why Mecca was able to establish itself as a non-violent commercial center; Arabs would not fight on holy ground.

because Mecca was built be prophets Abraham and Ismael (peace be up on them) for the worship of One and Only God and over time it became diluted to worshiping idols specially when the city became a major caravan city along the old spice trade route. people from all over the Arabian peninsula would come to pay homage for their idols and eventually they had 360 idols that people worshiped and whenever these people came back to mecca they would worship one or many of the gods they believed in until prophet Muhammad came and restored it to the worship of the One God and destroyed all the other idols like Prophet Abraham had done in his time.
