Before the invention of paper, written communications were written on pieces of banboo stringed together. Then for the most important writings, they may be written on silk. The baboo pieces are extremely heavy and space-consuming. Silk is extremely expensive. Both of these media made literacy an elusive art among the wealthy and the few. Most people did not have access to books because these materials are so hard to replicate. Then after paper was invented, transportation, replication both became much easier. Literacy spread to a larger population and the cost of writing became much lower.
It was the most important one. Chinese people would use it everyday to keep ALL their records and paper was really useful then and now.
A better question would be how didn't it. The very walls of people's homes were paper. They did many things with paper including making arrow proof armour with it!
