The history of sputnik dates back to December 1954. It was developed as part of a larger picture for rocket technology. It was also put into development as the rest of the countries were also working on similar projects.
From a technology perspective it was mainly to prove that humans could launch something into orbit, and build it well enough to keep functioning up there.
From a politicial perspective it was a part of the power struggle between Russia/Soviet Union and the US, to try to determine who was the smartest/strongest.
The USSR (Russia) had obtained German rocket technology after World War II, as had the US. The two countries had teams of scientists working to develop missiles and missile defenses in the Cold War. The initial goal of satellites was to spy on other countries from space. Early satellites like Sputnik (launched in 1957 by the USSR) would obtain the information that would be needed to allow later satellites, and eventually humans, to travel and function in space.
To prove that it was possible to put a man-made object into orbit.
Sputnik 2's purpose was to prove the conditions in outer space were safe enough for human to go on a space mission.

The first artificial satellite, Sputnik I, was launched by the USSR (Russia) in 1957. Following its launch on October 4, Russia launched Sputnik 2 on November 3. Sputnik 3 was not launched until May, 1958 following the US Explorer and Vanguard satellites in January and March.
