It wasn't. Terrorism is a very, very old thing, and the term dates from the Reign of Terror, a period of the French Revolution- which obviously originated in Europe.
If anything, terrorism was born in the Middle East because civilization itself was born in the Middle East. Some of the first people described as "terrorists" in the modern sense were actually a splinter group of Jewish zealots in the 1st century who attempted to expel the Roman occupation of Jerusalem.
