It was a threat:

Many American people and Ex-Comm supported the idea of an air-strike on Cuba in order to destroy the missile (this would have very likely resulted in some sort of Soviet retaliation, perhaps in Berlin, which may have escalated.

U-2 spy plane shot down over Cuba which could have led to war had Kennedy not chosen to ignore it.

Kruschev initially refused to observe the blockade and let his 20 ships and submarines continue to approach the blockade before only deciding to pull out very late (10.32 Wednesday 24th October)

The whole crisis was based around a problem involving nuclear missiles, this meant that it was even more likely that the result would involve them

It wasn't a threat:

Neither Kruschev nor Kennedy wanted a nuclear war and so would both strive very hard to avoid it

The actual consequence did not lead to any problems with world peace (in fact made it better due to introduction of hot-line between Kremlin and White House etc.)

this implies that it wasn't threatening.

Kennedy's brother was greatly against the idea of war and as he was a great influence on John kennedy, this greatly decreased the chances of Kennedy making a rash decision towards the crisis.

Kennedy was very young/new to presidency, and it would have been an incredibly bold decision for him to start a war.

At the time of the Cuban missile crises, the world was still frozen in the cold war. Having Soviet missiles in Cuba was judged to be a serious threat to the US. If the crisis was not solved diplomatically, their was a chance of armed conflict. Based on the two major cold war pacts, NATO and the Warsaw Pact, nations were obliged to support one another in times of war or near war. Armed conflict would have brought many other nations into the dispute. Looking back the chance of a nuclear war was slim, however a "conventional war was possible and it would have been a WW 3.
