It was allowed to escalate because the world did not care. Firstly no one, including the Germans, thought that the persecution would end in mass murder. Hitler and Germany started slowly, limiting the rights of Jews, taking away their citizenship, their right to work and earn a living, their right to travel and to be in certain sections of towns and cities. All of these measures came into force over the course of many years and it was hard to say at which point it was too far. By the time persecution became deportation the war had started and it was hard to criticise.
The Nazi regime got away with persecuting Jewish and other people such as gypsies, and the infirm because no one considered the possibility that any human being would be so cruel, let alone a government.
