Because it had everything wrong with it.
It exempted from service the whole of the educated class, who should either have officered the new units or at least set an example by volunteering to serve the cause in lesser positions.
Also the substitutes were recruited by unscrupulous brokers, who were happy to supply men of poor physical or mental standard, in exchange for their fee. Neither the brokers nor the substitutes cared anything about the fate of the armies.
