Sparta is so strong because they worked on their army do much that they got really strong
They banded together as a cohesive force, producing a combined navy which outmanoeuvred and defeated the Persian navy; and then without the threat of naval attacks on their cities, they were able so send out their armies to combine and defeat the Persian army. The Persian army was also weakened as, after losing the ability of their navy to protect their resupply fleet coming from Asia, they then had to send half their army home as they could not feed it, and this evened up the size of the opposing armies. And the Greek army had armoured warriors which outclassed the unarmoured soldiers of the Persian army. It all hung on the elimination of the Persian fleet at Salamis.
It provided internal and external security, retained the traditional forms of government, with Persian provincial governors and central government for overall control, and by keeping taxes low.
After the Persian navy had been defeated in 480 at Salamis, the Greek cities were able to concentrate and defeat the Persian army, ending the invasion of peninsular Greece.
The Persian fleet was so badly reduced that it had to withdraw to Mykale in Asia Minor and could no longer threaten the Greek cities who could now release their armies to concentrate and defeat the Persian army at Plataia. It also meant that the Persian fleet could no longer protect the supply fleet for the Persian forces, and half the Persian army had to be withdrawn back to Asia Minor, which evened up the armies at Plataia.
because it was built to be strong and held people out....................

To destroy the Persian fleet so that it could not support or supply the Persian army, ot attack the Greek coastal cities, which most were.
Sparta most likely believed that they needed a strong army so that they could not be overthrown.
so you can fight in a war
The Roman army was so successful in executing their battle tactics due to their discipline. They held their ground in situations where the enemy would break and run. Training, discipline and the will to win were all ingredients in an army's victory.

The successful battle of Salamis in 480 BCE during the Persian War 499-449 BCE gave the Greek cities control of the sea, and this so weakened the Persian land forces that the Greeks were able to defeat them the following year at Plataia, and so turn bak the Persian invasion.
The sea battle of Salamis defeated the Persian fleet which had to withdraw back to Asia Minor, leaving the Persian army unsupported and without its supply fleet, so half of the army had to go home. This left the reduced Persian army open to defeat at Plataia the following year and the invasion was defeated.
