Elections was set for November- I am not sure why, but I think it was due to the timing of the Constitutional Convention and the ratification of the Constitution.
The new government was then set up for March to give time for the elections, counting the votes, getting the winners notified and letting them get to Washington. However, times changed. Transportation and communication greatly improved. It was no longer necessary to have so much time between elections and the inaugurations, so the inauguration was moved up .
His first inauguration was on March 4, 1817. His second inauguration was held on Monday, March 5, 1821.
Until Franklin Roosevelt's second term, all of the presidents were inaugurated on March 4. Since then, if January 20 falls on Sunday, the big inauguration ceremony is held the next day.
