The original Beetle was built to be the German car for every family. "The Peoples car"

At the time there were no inexpensive German built cars and part of Hitlers Nazi Germany was improving the economy by increasing the average persons access to German built products.

After the 2 nd world war the Volkswagen Beetle was promoted by the western powers as a way to support western Germany toward a peaceful and democratic future.

The inexpensive and fuel efficient (for its day) Beetle became a hit and helped bring Germany into a modern industrial economy.
