It was a victory because they defeated Custer and the force that he was personally leading, inflicting significant casualties on the force. Custer himself was killed along with almost 300 of his soldiers, while the Indians suffered relatively light casualties. They won the battle, no question about it.

But it was a defeat in the long term because news of the defeat led the US Army to alter its strategy, as well as use more powerful forces to defeat the tribes. Less than a year after the battle, the Sioux tribes were largely defeated, their lands annexed by the US, and the tribes forced onto reservations.

The Battle of the Little Bighorn was both a victory and a defeat for the Native tribes involved. Undeniably, it was a victory, given the destruction of that portion of the 7th Cavalry that had been led into a trap by Lt. Colonel Custer. It was, at the same time, a defeat, as it gave away their position and intentions to a larger number of enemy troops in the vicinity without securing any decisive tactical advantage. They sprang the trap too soon.

Why was the battle of litte bighorn both a victory and a defeat for native Americans?

It was a victory because the Native Americans won a big battle and killed General Custer. This proved that if they fought together that could win battles against the Americans. But afterwards this battle was a defeat because when the Americans heard when the Indians had done they got really angry, (and a bit scared I suspect), and for revenge they started killing lots of peaceful Native Americans on reservations, as well as trying harder to round up 'wild' Indians. A famous example of this happened at Wounded Knee. This destroyed the last of the Native American spirit.
