There were once communal baths. There came to be clothing designed specifically for these pools -- bathing suits. Also, people bathed in lakes and at the beach. The pools morphed into Swimming Pools, and bathing suits began to be called swimsuits. It is also called that because you can wear it both ways.

Most places have laws against indecent exposure. Religion for the most part has convinced everyone that the human body is indecent and should not be seen in public. Most people have been taught that they should be embarrassed by exposing themselves. Men in particular are worried they will not measure up. It does not make any sense, lots of places in the world have nude beaches and nothing seems to happen to them.
