After the Persians agreed to peace, Pericles persuaded the not-unwilling Athenians to convert the Delian League, which they had led, into an empire of Athens. And the continued to collect by force the annual war funds from the cities and spend it on themselves. With this great revenue Athens embarked on a lavish building programme which no other city could afford.
