Government was effected by the male citizens meeting in assembly each fortnight. Here the Council of 500 brought up issues for discussion and decision, which were determined by vole of the citizens. The Council carried out these decisions between meetings and oversaw fixing of problems which arose between meetings. Also, the courts did not have judges - decisions on guilt and punishment were made by juries of several hundred citizens, selected by lot to avoid jury-rigging. The size and randomness of the juries effectively made their decisions an opinion poll of all the citizens.

An indirect democracy is where government is formed by members of a parliament being elected by a vote of citizens, and so the popular control is indirect - that is via representatives who are not bound by the voters opinions.

Direct democracy was possible because the citizens were small in number and lived within walking distance of the assembly in the city. Large populations in large countries cannot attend regular meetings, so direct democracy today is impracticable. This could be solved by the increasing availability of computer communications, but the political classes and self-righteous leftists will resist strenuously any moves to diminish their power, and also have a contempt for the opinions of people they look down on.
