There is an education committee, but the federal laws concerning education makes generalized laws and leaves it up to the states to decide teacher credentialing, tenure law, curriculum, subject frameworks, due process for teachers, basic state salary standards, standardized tests, and other school law issues. After the state there is also a layer for local elected school district boards to decide on curriculum, textbooks, yearly calendars, teacher hires, and union representatives. A school can decide if it is an union school with a majority of teachers voting to have union membership or not. It is all very involved process.
