As they had little income they might not have any tax to pay at all.

Note: in the 1940s if your only income was in wages all you needed to do to file your income taxes was to add the amounts of income listed on your W-2s on the back of one of W-2 and mail that W-2 into the IRS. They took it from there. You did not need a 1040 or any other forms. As usually only the rich had any investments or enough savings to have a taxable amount of interest, almost everyone needed no tax forms other than the W-2s their employer sent them to do their taxes.

Why was the idea of an income tax popular with the poor?

The idea of a progressive income tax is popular with most people because as someone gets more out of society, it is thought they should return more. The idea of an income tax in and of itself is not popular with the poor.

There are two types of tax that is related to income equality: Regressive tax: The tax as a percentage of your income decrease as your income rises. Example includes VAT (Value Added Tax) where the burden of the tax falls more heavily onb the poor than to the rich. Therefore it increases the income inequality. Progressive tax: The tax as a percentage of your income increases as your income rises. Example includes income tax where as your income rises, the tax percentage increases. Should the rich have to pay a greater portion of their income in taxes than the poor why or why not?

The rich do in fact pay a higher percentage of their income in income tax, because we have a progressive income tax based on six different tax brackets, where the higher your income is the higher a percentage tax bracket you will be in. Depends on which country you're in. In the US, this is not the case.
