Alexander Hamilton, the first Secretary of the Treasury, wished to create a National Bank by assuming the debts of the former colonies from the revolution. Because the Southern states had already repaid most of their debt, they were opposed to this plan. In exchange for acceptance, the Founding Fathers offered to locate the national capitol in the South. Out of all the locations in the South, George Washington chose to place it in a new city so that it would not be under the jurisdiction of any existing state.
