The organization was the Soviet's equivalent of the North Atlantic Treaty Organization. So basically, it was to counteract NATO.

NATO also known as the North Atlantic Treaty Operation is the intergovernmental military alliance that includes 28 different countries to date. To answer your question : the Soviet Union did not join. The treaty was made as an alliance system so when and if the Soviet Union decided to invade Canada (for land purposes), Canada would be ready and had allies to support it, hence the name North Atlantic treaty.

Do you mean the Arctic Circle? If so, it is north of the equator. Far North. I have not heard of an Atlantic Circle. There is a North Atlantic and South Atlantic Ocean.
NATO is an organization which, when it so desires, can put together an multi-national force, as it has done in Afghanistan. Potentially, all the military power of all the member nations of NATO can be used together for some objective that is considered important enough to justify such action. Even when there has been no military action undertaken by NATO there have still been joint training exercises.

The Atlantic marks the western end of Europe. Many European countries have Atlantic coastlines. Industries like fishing would be a major thing for these countries and so they would be fishing in the Atlantic. Trade would be a major thing too, with ships coming from North and South America and also Africa, passing through Atlantic waters and into the major ports of the various countries.
