The Romans did not first settle on the Palatine Hill. The foundation of Rome does not refer to the building of a new city by settlers. it refers to the foundation of Rome as a city state. It involved the unification of separate settlements on what were to become the Seven Hills of Rome (the Palatine, Capitoline, Quirinal, Viminal Esquiline, Caelian and Aventine) into a single state under the rule of a king.
Romulus was said to have founded Rome on the Palatine Hill. He then extended hi rule to the other hills. The foundation was said to have involved the fusions of Latins and some Sabines who lived on two of the hills. The Sabines fought against Romulus, but then agreed to join Romulus' new city state. Their king, Titus Tatius, became joint king until his death five years later.
The Palatine hill was never built. It is a part of the natural geography of the city of Rome, just as are the other hills.
