In the Confederation, states retained power of the nation, so sovereignty remained only in the states. In the Constitution, the Representatives, President, and people had more power.

He is trying to change and fix economy and most people think he has been doing a pretty good job so far at being president.He is one of the most important people to have power in the world!

The constitution is a piece of paper. Everything on that paper is subject to change if Congress chooses to, and the people choose Congress. So I would have to say the people.

If the Constitution does not give the US government the power to do something it is passed on the the States or to the people. The principle would be passing the buck. So lets face it the buck did not stop with Truman. He wished it did, but it passed on to the States and the people.
