The Japanese did not have plans to invade on December 7, 1941.
The Japanese lacked the capability to send a large invasion force so great a distance from its bases without being detected. The invasion force would move at the speed of its slowest ships. These would be the oilers, ammunition, transports & cargo ships traveling no faster than 8-12 knots. They would be extremely vulnerable. Any losses would endanger the success of the entire force.
However the most important strategic consideration: The US could more easily retake the main islands, then the Japanese could maintain defensive forces there. This was primarily because its geographic location placed it outside of the air support range of other Japanese bases.
