Why wasn't Lucifer able to become human after he was cast out of heaven?

The Bible says that in the "regeneration" when man is changed into spirit beings, become the Sons of God and put on immortality... he will be "sexless, like the angels."
"...in the resurrection they [men] neither marry, nor are given in marriage, BUT ARE AS THE ANGELS OF GOD IN HEAVEN..." (Matt.22:30).
It's seriously doubtful that angels are even capable of becoming human. But, even if they could... according to the Bible... it would be a STEP DOWN for them.
"...What is man, that thou art mindful of him? Or the son of man, that thou visitest him? Thou MADEST HIM A LITTLE LOWER THAN THE ANGELS..." (Heb.2:6-7).
Lucifer was dissatisfied with his stature as a powerful archangel with the power of the laws of nature at his angelic fingertips. And he wants to be God. For him to become human [even if he could] would definitely be a step in the wrong direction.
