1. Geographically, South Vietnam cound NOT be isolated. Men/material kept infiltrating into RVN (Republic of S. VN). Couldn't stop the flow, without widening the war with other countries.

2. Couldn't risk involving communist super powers, if step 1 occurred.

3. Couldn't use nukes.
