I don't know at what height pretoria is but the boiling point of a fluid depends on the pressure. At lower pressures, any fluid boils at a lower temperature because it has "less strength" from the air to overcome. At higher land points, pressure decreases, so does boiling point temperature.

Why are coastal areas warmer?
