During the day, when the water is in use, the water goes from the cooler underground conditions and passes through the warmer conditions quickly and little if any heat transfer occurs. During the night the water is not in use and it sits in the pipes all night long. The water pipes within your house therefore have a chance to warm up. This is why when you turn the cold water tap on in the morning it is initially warm but after running for a short while it turns cold.
