When it is hot, more water can be solved in the air than when it is cold. So after a warm day, the air is full of water in gas form. Later on when the evening comes the air is cooled down, at this time the air is super-saturated with water and the water in the air starts to condense. It is this condensed water that we call dew.

If the temperature of the ground, grass, and other surfaces is warmer than the dew point of the air that comes in contact with the surfaces, dew will not form. Sometimes this happens when the air is really dry and the dew point is very low.
