You should water your deck garden at least 2-3 times a day but if rain falls you can water them just once. Yes weather would affect the more delicate plants because changing weather need plants to adapt the weather.

With the engine OFF & cold the fan should not turn more then a 1/4 turn or less. If it spins more then a turn that could be part of the overheating problem. I would check your water pump & belt.
