Sometimes they had timers and the clocks or batteries broke when the bomb landed. In one case, Japanese gunners failed to sink an American light carrier when they hit it with huge shells because the shells were intended for armored steel targets like battleships. The thin deck of the carrier let the shells pass right through.

As far as I know they didn't. The Japanese launched balloons that had bombs attached to them so that they would drift to the US and explode. From the discussions on the internet and the wikipedia-type Q&A's, these bombs only reached California. And only one of them actually killed an American, as most of them fell in remote locations.
