The Jim Crow laws prevented African Americans from receiving an education in anything but substandard schools. It was also against the law before the civil war to teach slaves to read and write. The combination of these two things created a means for the literacy tests. The test were written so they would flunk and at a higher reading level than what most African Americans read. If they happen to pass the test then they were charged a poll tax and asked,to explain a section of the constitution. Any one of the three things would keep them from being able to vote. It just shows how important it is for people to be able to read, write, understand history, and think critically.
