Country is a modern term - the Greek city-states evolved after nomadic Greek tribes each took over a tract of land and established cities on them. They had no wish to amalgamate with their neighbours, with whom they were often at odds, preferring to maintain their independence. Where a degree of unity was dictated by self interest, they formed leagues, but still maintained their own identity, and changed to other leagues as expediency dictated. The Greek world expanded to over 2,000 independent city-states stretching from the Western Mediterranean to the Black Sea.
