They thought the poor didnt want to improve their condition. Many people simply do not trust charities or philanthropic organizations. In fact, they believe these charities rip people off.
Because there are so many people in this world and they need so much help. So we should help them. Even poor people give charity.
You can give it as often as you can- many people feel good giving to charity quite often whereas, some people just give 2.5% of their income every year, which is usually how often Muslims give to charity. The Almighty Allah will be impressed if you give it more often however.

There are as many reasons as there are people doing it. Some do it for purely altruistic reasons. Some for the kudos it can give. Some because they are being paid to do so. Some have no choice. Many large organisations do it for the tax benefits they gain. All of the above are reasons why people, organisations and governments aid with charity work. Perhaps some are more noble than others but they all assist in some way.

Some charities do, they first give a small portion of soup or maybe a sallad, a main and tea or coffee but charity meals often consist of 1 or 2 courses.
When a person is begging on the streets asking for coins it is considered charity and an act of goodwill to give them a coin if you have one. Some people may be asking for change and not begging and it is also considered kindness to give them money.
